The participatory process for the development of Universul Cultural Center is facilitated by Danish Cultural Institute and Center for Policies and Reforms in partnership with the Ministry of Culture of the Republic of Moldova and the National Office for Cultural Development. Associated partners are Innovate Moldova.
Roles and responsibilities
Ministry of Culture
The Ministry of Culture is the overall project owner providing institutional guidance, accountability and procedural integrity to the participatory process. Provides strategic direction and coordination with relevant public institutions.
Danish Cultural Institute (DCI)
Danish Cultural Institute (DCI) is a self-governing institution. Since 1940 DCI has been engaged in using arts and culture to develop international activities with partners that challenge boundaries, create new connections and enforces mutual understanding between people.
DCI has operated in Moldova since 2020. The self-governing organisation working with cultural development, capacity building and advocacy internationally. DCI is involved in the participatory process as manager of the process. with responsibility for the overall coordination of the relationship between the Public Authorities and the outputs provided by the cultural stakeholders, suggesting and contracting experts to support Working Groups, Forum, and Thematic Session when needed, communication and dissemination of results to the broader public on the Universul platforms. Ongoing monitoring and adjustment in collaboration with CPR based on their expert advice.
Center for Policies and Refoms (CPR)
Center for Policies and Reforms (CPR) is a non-governmental organization founded in 2017 in Chișinău. CPR’s mission is to promote access to information and public participation; honest and responsible business practices; human rights, with a focus on freedom of assembly and expression; and the accessibility and transparency of the judicial system.
CPR has extensive experience in building capacity of public officials and institutions; as well as working with citizen-led processes, equipping them with the democratic tools necessary to engage in the decision-making processes.
CPRs role in the participatory process is to coordinate and support the working group and the Forum including the relationship between them, Stakeholder engagement, outreach and training. Ensures collection of consolidated conclusions from the working groups and the Forum activities. Ongoing monitoring, expert advice and adjustment planning in collaboration with DCI.

The National Office for Cultural Development (ONDC)
The National Office for Cultural Development (ONDC) is a public institution under the Ministry of Culture of the Republic of Moldova, created to support the development of the cultural sector through funding programmes, partnerships and professional support initiatives. ONDC manages public grant programmes for cultural organisations, artists and institutions, distributed through the National Culture Fund. The institution works to ensure transparent and accessible support mechanisms for the cultural and creative sectors across the country.
At the same time, ONDC aims to offer non-monetary support by strengthening the capacities and sustainability of Moldova’s cultural ecosystem. ONDC is the host organisation of the Creative Europe Desk Moldova which further supports cultural operators in developing projects, accessing international opportunities and increasing the visibility of Moldovan culture both nationally and internationally.
ONDC is the Ministry coordinator of the project and is a liaison between the project owner, project manager and relevant stakeholders.
